Driving a $150M OASIS Task Order Win: Optimizing Multi-Partner Rates and Prime Contractor Profitability

Akiri served as the cost and pricing leader for a prime, for-profit federal contractor competing for a high-stakes $150M Time-and-Materials (T&M) task order under the OASIS Unrestricted Pool 1 vehicle. The award supported the U.S. Indo-Pacific Strategy - a critical geo-economic and security initiative aligned with allied nations to maintain a free, open, and rules-based international order. While the primary deliverable was a winning $150M cost volume, Akiri’s true impact lay in looking beyond basic RFP spreadsheet compliance to strategically evaluate how technical staffing choices, subcontractor pricing, and individual consultant utilization directly drove overall task order profitability.

From the outset, Akiri treated budget development as an operational diagnostic and strategic capture tool. Rather than accepting proposed labor inputs at face value, Akiri evaluated the technical team's staffing approach to map every proposed role to the appropriate OASIS labor category classifications. To protect client margins on a T&M structure, Akiri conducted a rigorous cost build-up analysis alongside the T&M billing model. This ensured the proposed rates fully recovered the company's indirect costs of doing business while securing a healthy profit margin. Additionally, Akiri evaluated the individual labor margins of staff and consultants, identifying how varying usage levels across higher- and lower-margin staff directly impacted bottom-line performance.

Managing the complex teaming structure presented significant pricing friction. Akiri spearheaded multiple rounds of target pricing negotiations across six subcontractors, aligning their underlying labor prices with the prime contractor’s master OASIS rates. This delicate balancing act ensured the prime fully recovered subcontractor handling costs while maintaining competitive end-user rates and protecting award profitability. Finally, Akiri authored the detailed Basis of Estimate (BOE), directly addressing strict RFQ cost reasonableness and allowability requirements.
